I know in some cases they will approve on the first try. I was approved based on my history combined with my current presentation. They generally do not review too often, and will take lots of info into account. I don't know too much about the system, but I am under the impression that they don't go hunting people down at the first sign of improvement... I would call them up to be sure though. They seem to be easy enough to talk to if you get the right person.
