If you DO inform him to stop... make sure you do NOT do it apologetically... don't give him any reason to think that there is hope because you answered his message. Best yet may be to get someone else to do it for you on your behalf. I'm worried that just seeing your number on his phone with a message will spark him to keep trying.

Blocking his number is an excellent idea if you can do so.
