I would not do that; getting turned down is not automatic/to be expected; if you have records, meet their criteria and do the paperwork correctly, etc. then you can get approved. Getting turned down has no bearing (though it might slow things somewhat as they look into why you were turned down, etc. and then see if your status changed, if you corrected any paperwork problems, etc.). Contacting a specialty lawyer can help sometimes; they will not take your case if they do not think they can win/you have a case/the right material and they will help with the filling out and keeping you on schedule, etc. Applying just for the sake of applying does nothing but make more work/paperwork for you and perhaps slow things down.
