You sound exhausted. If your body chemistry leans towards bipolar, it would almost sound as if you could possibly be heading towards a manic or hypo manic state. (Your symptoms, ie not being able to shut off the racing thoughts, do actually sound hypo manic.) both can be brought on by a lack of sleep.
If you get sleep and feel better, problem solved. If you still can't sleep, I'd suggest talking to a doctor.
