The Answer:
Marriages were ordained in GOD's eyes and witnessed by the family.... back in the times of Jesus a marriage would take place when the bride was presented to the groom by her parents - their paper work per say (the signing of a marriage) took place after the two newlyweds consummated their marriage with in the means of sexual bonds (had sexual intercourse) and that is probably why some states still acknowledge the "common law marriage" - a marriage that takes within the heart & body of two people in love and that has no trail of legal paper work.
