I have a relative who is an HR Director for a big company. These are her comments:

My thought is that working in a large company, or one in a larger city on the west or east coast (or perhaps Chicago), would be their best bet. In that type of environment, there's a greater likelihood that the managers have been trained to manage employees in this type of situation, or would at least have resources to help them with it. Or perhaps a more liberal city, like Boulder, CO? If this individual has access to social services type resources, that might be a good start in terms of getting practice with interviews, addressing any questions that might come up during the job search process, etc......
