The option to create a private room in chat is, for the time being, outside of chat. It is located at the bottom of the chat menu in the gray navigation bar.

Only use this feature to create a new private room in chat you intend to use. Thanks!

We plan on getting this moved into the chat interface itself, just waiting on the developers to help us get it done.
