The daughter of a friend of mine saw a dr in re late puberty. The dr wanted to induce menses with hormones. The mother advocated for wait and see, citing late puberty in her own maternal line plus the girl's extremely tough competitive athletics. They waited. The girl ultimately had menarche without drugs. But she was monitored and the mom was concerned, whilst yours cannot be bothered, so yes, call the dr yourself, explain the situation, ask about testosterone, and good luck!

It would generally be prudent to see a neurologist after that 4 hr episode. You sound fine, describe things well, are coherent etc...so you clearly are not suffering immediate damage, but what if there is something hidden and pernicious going on? You really need a CT scan to rule out damage. And, while it is hard to imagine how that incident and paused puberty might be related, I would tell the Dr when you call about that incident.
Thanks for this!
