Twitching is very normal. Not just fingers and toes, but also eyebrows, the corner of the eye, and edge of the mouth. And while falling asleep it is normal for various body parts to twitch or even suddenly jerk. I say all of this as a professional in the field of neurophysiology.

I would assume it is normal unless it happens for long periods and is frequent on a daily basis for weeks.
