I think you would have to start at the grocery store. Make a list of things you actually need without any junk food. Stick to the list at the store. Don't buy those things you are most likely to snack on. If they are not in the house you can't eat them. Unfortunately for me my husband does the shopping and he can pass the sweets isle without picking something up. I try to tell myself those are his and I can eat his food. It works most of the time.
