She may not have personally decided to drop Medicare, as another person has said, who-pays-for-what and how is rapidly changing and Medicare is often being dropped by other mental health therapists/clinics too.

No, she is private practice and she makes her own rates and sets her own rules/policies. She did the medicare opt out by herself.
