I see it from both sides. Where i come from laws are flaunted all the time , from cyclists running lights , to cycling on foot paths, to burning waste and not disposing off it legally , wilful littering , not taxing vehicles , being economical with the truth when filling up forms , to tax evasion , to fishing without a license , to remaining in public premises beyond closing times , to cock and dog fighting , the list is endless , and it all really depends on cultural norms and standards. Now pets are emotive because some consciously recognise human qualities in them , it maybe different from person to person and i understand that , but dont underestimate the wealth of backgrounds and culture in people. Now saying that , would i have brought the cat in to a depot of somekind ,yes i would, but these places are not holiday homes , the majority of the animals , i would say are disposed of , humanely i agree. I come from a farm so i would have a different perspective on things , so to sum up , i understand why the subject is emotive but i also understand that the nature of the world can be , lets say , robust.
