I've seen stuff like this happen with my mom who is violent and has schz. The hospitals blatently seem not to care about her or those she hurts. They are under a lot of pressure not to keep people I think
and sometimes seem like they really minimize the problem. Strangely, they don't feel legally responsible for what happens when they release her and she's on no meds ( because she won't take
them) . Sometimes the way the world works is exactly the opposite of what it should be.
