Offer them all the practical support you can, are there charities that can help this person, is there any other aid available to them? However, you have done your bit, you can't give what you can't afford, so stop giving them money, they have no incentive to help themselves while you're taking care of their rent. Just be as helpful as you can, if they turn down the help and really do only want money from you, that would be an abuse of trust, don't let them do that to you.
