There is absolutely corruption in some government agency. I do not believe that can be argued.

And I do believe there is (consciously or subconsciously) motivation to simply "secure" their jobs. They are bureaucrats - they want to keep their jobs. So, you are just fodder for their ultimate goal - staying employed.

If you get help or not does not matter..... In fact - if you do not get help - that will increase the number of people "needing" help - thus securing their job even more!
