Early teen years are hard for most kids. There is usually free things to do after school. Does he like to read? The library doesn't cost anything. What is he doing that you are concerned with? What about church? I am just trying to think of somethings that would give him some socialization. I hope I have helped a bit but not knowing what is happening it is hard to say. Maybe someone else here may have some better ideas for you.
