Oh I think that would be fine! In fact, I think the "grow lights" are just regular fluorescent lights at a higher cost.

If they are doing your building first, then you can put your stuff out on the patio once they're done and I wouldn't ASK then. (I use the old military phrase...it's easier to apologize than to ask permission )
