That sounds like seborrheic dermatitis. I get flare-ups of that occasionally. It's itchy and when you scratch it your fingers end up wet... and there can also be white flakes similar to dandruff. I occasionally get a mild case on my left eyebrow and along my hairline -- particularly bad right above my ears. An anti-fungal cream clears it up quickly. Once in a while, I get it all over my scalp -- that's the worst! I use Nizoral shampoo to get rid of it.
