You just described something mighty similar to what's going on by my workplace. I Have this guy that subtly bullies others. (Guy needs help though he thinks all is perfect- and he doesn't either get to me as I'm there for much longer then him.)
Difference is it was brought to my attention and I (needing the opinions) took it to the CEO'S desk and he knows it's something we need to deal with.
Is it possible for you or someone else to take the info to the right dept. In your workplace?
