I don't know I think sometimes parental discretion on what movies they let their kid watch is more effective rather then what its rated by the government or whatever....half the time the rating system makes no sense, so I don't think it accurately reflects who should or should not be watching the movie. A parent probably knows their child and what they can handle or what they are ready for better than the government much of the time. Not saying it is best to show young children horror movies, but if a child is not scared by them I wouldn't think it necessary to be to concerned if they happen to catch a glimpse of the movie if you are watching it for instance...more concerned about that with a child who is scared by them.
