I would try to talk to him in person first. The next time your walls are shaking with his music, knock on his door. You could invite him into your apartment to hear what it sounds like for himself, maybe? Hopefully he will turn the volume down once he realizes what it sounds like.

If he doesn't, I would send a letter to the landlord.
