Likely black market they are registered....they spray out some confetti with your ID number so they can trace you if you use it....although that may just be Illinois....people could not even have guns outside their home unless disassembled until the supremes said it was unconstitutional a few years back and yet Chicago has a rep for gun violence despite having had some of the strictest gun laws. I just don't think weapon restriction would work in the states at all.
