Other people do have their own controls? You don't "control" them and what they decide to do? That you wanted others to help or be involved, they get to decide to be so, it isn't up to you. I don't see you as out of control, just "concerned" about a dog. If the dog made you anxious because it didn't seem to have an owner and took off before the owner could come, etc. that is an interior problem of yours and the other people involved don't necessarily have that problem (just because you do and they got involved in "your" problem). Other people have their own reasons :-) Don't worry about the other people, it's their problem to take care of themselves. Look out for you and what you are doing/thinking.
