First thing I would do would be to get a restraining order to physically protect yourself. When you file for a restraining order you will probably be asked what type of harassment has taken place. When a Judge reviews your order it might alert the Judge and he could possibly ask for some action like a psych eval to be given to this person. Just a guess.
