By getting a restraining order, you will be doing what's necessary to set up the steps that can lead the court to order a mental health evaluation and/or treatment.
If the person violates the restraining order, it's imperative that you report them. They have to go to court and that's when a judge is likely to order an evaluation.
You don't seem to realize that you could end up in jail if this person can convince a judge that you're the Bad Guy and then can convince the same judge that you have continued to harass them. That's what a civil hearing is all about.
You may need to consult a lawyer to protect yourself from this person. I suggest you spend the money to do that. This person can cause you a world of hurt and if you put your efforts to trying to save them instead of saving yourself, you could be jeopardizing your own future.

A judge can't charge someone with something if there is no evidence. Also sounds like this individual needs psychiatric help not jail and criminal charges if they really are convinced the Original poster is trying to harm them or tried they can see that stuff is not for real...As then it's not the same thing as knowingly committing any crime.
Of course I agree the OP should do what they need to to stay safe and take care of them-self, but letters with accusations and threatening to take someone to court aren't exactly things I'd see as danger to someones life..but of course I don't know the entire situation just whats posted here.
As for restraining orders isn't that only for if someone is physically present around someone? seems like their 'harrassment' is coming from afar not like they are in the OPs face physically threatening them at least it does not seem that way from the OP so far.
