Oh yes, it certainly does affect my mood. When I'm depressed it makes me very agitated and much more likely to si, sometimes I find it hard to control my anger or anxiety as well. If I'm not depressed I get tearful, moody and irritable. As the years have passed I've got much better at dealing with the cramps but the fatigue is dreadful, I can barely put one foot in front of the other. I've just had a procedure to reduce the bleeding and I'll be intrigued to see what happens moodwise.

As far as natural options are concerned, evening primrose or starflower oils are helpful. Some antidepressants are licenced to reduce pre-menstrual symptoms (in the non-depressed population), Prozac springs to mind. When I was on Prozac it helped me more with my pre-menstrual symptoms than it did with depression.
