It is policy. If a member is entering chat with less than 5 posts, they are violating our policy and should be brought to our attention. (Only Psych Central members can access the chat rooms to begin with.)

Nobody gets into trouble for this, we just want to keep the community safe and supportive (and this is one of the ways we do that).
