so the notion is that we have these 'libidinal urges' which is for needs like adequate stimulation and being held and being fed etc... and when our needs aren't simply fulfilled then anger arises. so anger isn't basic or primitive (in the sense of being a biological drive that can't be explained) rather anger is derivative from frustration of libidinal urges. where those libidinal urges are basic or primitive.
