I would like to get a second opinion on what is happening in my dating life.

I am a twenty year old female and have been seeing a thirty-five year old male for about a month now. His actions have made it difficult for me to understand whether or not he is genuinely interested in me. He is always telling me that he loves me, however I have met up with him very few times since we met and he almost never calls or messages me. I do not know if this is because he is busy, because he wants me to put all the work into the relationship or because he simply doesn't care about me. I have a huge problem with this lack of communication because I have always believed that if someone cares about you that they will make time for you.
