the T definitely can damage others in the future and if OP reports her, at least it would be wake-up call for T. I doubt that the board will discipline her for that only, but she will hear the feedback from OP and so will the board, and simply having the inconvenience of being investigated by the licensing board may be sufficient to deter the T from such horrendous lecturing in the future.
Plus, if OP reports her, there would be a feeling of closure and of "doing the right thing for the sake of others" (future clients of the T), so my vote is +1 on reporting.
