It seems like the immediate issue could be easily remedied by changing your iTunes account information. There are tons of free apps she can use.

But please don't ignore her when she says she's suicidal. It may seem manipulative to you (e.g., she only says it when she's in trouble), but the shame and guilt may be bad enough that she truly does feel suicidal. I've been accused of making manipulative suicidal threats when I was actually suicidal and asking for help, and all that did was make me stop telling anyone or asking for help before I attempted. Just because it looks manipulative to you doesn't mean it's not real for her.
