It might have changed since I went, but the way I understood it was that schools were given a certain amount of money to divide amongst their students. Someone who came in after all the money was passed out might not get much.

Pell grants specifically are a special case - those should travel with you to the new school. The people at the new school should help you figure this stuff out.
