I'm not familiar with Canadian law, but I find it hard to believe that a $400-$600 payment is a prerequisite for admission to a hospital or to see a doctor. I think what you are saying is that you can go to a hospital or see a doctor, but you would subsequently receive a bill of $400-$600 for services rendered. I'm confident that a payment plan can be arranged.
