Sorry you're having such a difficult time-my daughter was a preemie & she stayed near the bottom of the growth chart for most of her childhood-I know how crazy all the extra visits & obsessing can make you feel. I worked really hard at keeping a good relationship with my healthcare team (but that was hard let me tell you I just wanted to lose it with some of those people). I had to come up with all kinds of off the wall stuff to get her to eat-as a baby she would only take 1/2- 1 oz of formula at a time. My daughter is now in college & still very petite but perfectly healthy. Hang in there-since you have the military connection do you have a tdoc-that could help relieve some of the pressure & stress.
