Looking at a couple of your other posts (not all), I speculate you are unsuited to serve as your brother's driving instructor. You, in your specific set of circumstances, and he, in his, face higher-than-normal risks paired in this task.
Your brother needs a professional instructor who can handle his anxiety, and you could use a lighter load.
