The answer to your question is yes. If you have a general belief that a person is going to steal your house or car, many psychiatrists will conclude that you are paranoid. That said, the human psyche does not absolutely fit into any one category (unless the category is "human being"). For example, your first diagnosis may be anxiety, then depression may be added, then suicidal and/or homicidal ideation may be added, then PTSD may be added, etc. For me, the only time I would say something is a mental illness is when it's prohibiting some part of your activities of daily living.
