I would suggest getting off of any stimulants and trying dark therapy alongside some time release melatonin for two to four weeks. If that doesn't help consider getting a sleep study done.

I've had two sleep studies done, sleep in a dark, cool room, and use a CPAP machine. I no longer drink caffeine. Melatonin doesn't work either. :-(
