I guess it would depend on the situation where they are offering hugs and kisses. Here in the forums I will offer someone I don't know a hug if it seems they need one. If it was something like an e-mail from someone I didn't know it would feel kind of creepy.

I used to work with a woman who did this. She didn't mean anything by it. It was just the way she talked. People did complain at times that it was inappropriate. Others were flattered.
