It's very difficult to decipher the person's intentions with only the small bit of information. It's possible the person is genuinely emotionally expressive and loving toward people; it's possible the person is insecure and attempts to kiss-*** people with such flowery language, and it's possible the person is simply manipulative. As for being nasty, everyone has a not-so-nice side...I would need more specific examples.
