I wouldn't label the person you describe as a friend.
"Friend" is an honorable title, not fit for just anyone I talk to, you have to earn that title, and a good starting point would be acting like a friend.
The person you describe sounds nothing like a friend, sounds like someone who uses people to fill space and time until she has actual plans with her actual friends....
You're not overreacting, if I were in your shoes I'd cut her loose.
