Agreed. Noone needs to be on their phone every second of every day. If she can't even look up she's probably texting multiple people or on facbook or something.
I knew someone like that, except this person would also find out who was in the area and just nonchalantly invite them to hang out there and then. Bit rude, made us feel insignificant.
I also had a friend that was very flaky and put everything off due to work or being sick, yet always had time for other people.
