Well the good news is, subsidized housing spaces are often near other city services such as libraries that often have internet available for public use, so maybe you wouldnt have to get your own line. I have often thought about just getting really cheap phone service for emergencies. Or some other plan. Then again, i say if you dont have transportation, you gotta have information - like to know when the next bus is coming.
