The bipolar chat is a scheduled event. Look at the top of the forum (first blue bar) and click calendar. All of the schedule chats are there. You can get alerts for any chats you wish to attend. Also, they post the polls on the bipolar or the chat announcements forum. It's so that everyone can have a hand at picking the topic that week.
