Was I misunderstanding you about Citizen's? If so, I apologize.

When I mentioned getting in touch with the State of Florida Insurance Department, I meant the governing body who licenses the insurance comapnies to sell insurance in Florida. Every state has an insurance department who does that. They also take complaints about insurance companies, can mediate with insurance companies on your behalf, and revoke licenses etc.
