My brother in law had a similar experience when he was doing his PHD. The tutor wouldn't read chapters of his work to allow him to revise them, and as my BIL suffered with anxiety and depression it just intensified in spite of him telling the tutor how it was affecting him. He tried his supervisor to no avail.
Like your tutor, my BIL's tutor was snidey, like he was on a power trip.
He eventually got through it though, and got his PHD. If it helps there is light at the end of the tunnel.
It would be worth at least attempting to persue whatever avenues of complaint are available in your faculty.
