I've personally have been waiting on an employer to contact me, as a reference, for someone that has worked, for me. Been waiting for a couple of weeks now.
I agree, a generic letter or constructive feedback would be ideal. If I recall the local labor workforce office(formerly titled unemployment) offers resume and I think interview workshops. Don't need to collect to utilize resources. Could help you make minor adjustments, if that's at issue.
