inreallife45....no there is no APA page here in america that lists treatment providers who have ethical violations. here in America each state has their own ethics board that keeps that kind of information. to find your locations ethics board just type in the search bar your state and then the words board of clinical social workers. many state websites (same websites for things like state welfare, social services ) also have links to the ethics boards for medical and mental health treatment providers.
