Yes bullying is about control and power. A person may have learnt as a child that the best way to get what they want is to bully others. I've come across many adult bullies in the work place and the best thing to do is to view them as very insecure people and just walk away if you can. Bullying is abuse so if this is in the work place then you need to report it. A bully will carry on bullying if they can get away with it.
