Of course anywhere bullying gets mentioned, 'insecure' people are mentioned in the same breath. I have insecurities relating to experiencing endless bullying as a kid, and would not describe myself as 'secure' yet I don't try and bully people. I think it is important to remember well adjusted people can also bully as can even the most normal of people....sometimes people get pleasure out of being mean, or might want to avoid getting bullied by doing nothing to stop it or taking part.

I have had insecure bullies who obviously where projecting or taking things out on other kids, and I had the well adjusted normal kids bullly me because I was 'weird', and I've had the sort who wanted to keep from getting bullied themselves by picking on me. I imagine with adults there are also varying sorts and not all are insecure most likely.
