I am unsure.

So personal thought -

I guess a pdoc would have to be the one to initiate the process; as it's a very subjective opinion.

From there a pdoc can transfer to relevant assessment board in for a case to be presented.

From there the final decision would be need to be made by the relevant assessment board - either confirming eligibility to receive funding or not.

If the assessment by the relevant assessment board is declared as ineligable to receive funding - a further case can be opened in order to appeal this.

It's not an easy process.
